The European Union’s message to the citizens of Serbia must be clear: there can be no political reward for the regime of Aleksandar Vučić, which uses the electoral process as a mechanism of coercion, intimidation, and self-preservation through rigged elections. Without free and fair elections, there can be no progress.
No sustainable democratic change in Serbia will be possible unless European institutions urgently demand the establishment of a long-term mission to monitor both the electoral environment and the elections themselves.
This mission must observe the entire electoral process—not just election day—including the voter register, media imbalance, pressure on public sector employees, vote buying, abuse of incumbency, misuse of state resources, campaign financing, voter migration, the work of election commissions, and the conduct of institutions before, during, and after the elections.
We therefore call on the European Union, the European Parliament, the European Commission, ODIHR, and all Serbia’s democratic partners to make any further progress in negotiations conditional upon an urgent call for a long-term election observation mission.
